An iPod Touch needs 500 mA of charging current, even a 300 mA charger won’t work (I tried it myself, it doesn’t).
Assuming you could actually get 0.4 W out of that panel at 5 volts, that’s only 80 mA of current. But small panels tend to have optimistic specifications, so the actual current you get could be just 20 mA.
You would look for a panel that says 5 volt output, 500 mA or more. Such a panel would likely be 1 foot square, or 1 foot by 2 feet.

Solar Charger Is it possible to build a solar charger for 9V square battery?
I'm tired of constantly buying batteries when I'm camping and so I bought a solar battery charger. The only problem is that no charger 9v cells. anyone can recommend a way to build one. Currently, I have a 12V nominal solar panel 4.8W. that should be sufficient for the requirement of power. what does not want is that the battery is not charged.
Johann contempt, he does not know that transformers only work on AC. Probable voltage output is too low to charge a 9 volt battery. You can buy a charger, or add a DC-DC converter to drive the 3 volt to 9 volts. Probably cheaper to get another charger.
